• Updated COVID-19 Public Health Recommendations: Implications for child care

  Childcares are not required to close, but there are considerations for childcares to make about whether they should close or not. Child care and early learning serve a vitally important function in allowing parents to continue working, which has positive public health, economic and social impacts. Public Health suggests that decisions about whether and for how long to close a child care, are made that weigh the potential benefits gained by reducing the potential for COVID-19 transmission in the child care with the impacts of closing.
  

• New Local Health Orders issued by King County

  To limit the spread of COVID-19, King County Executive Dow Constantine and Health Officer Jeff Duchin announced a new Local Health Order that directed public health actions effective Monday, March 16.

  • All events with more than 50 people are prohibited until further notice
  • All events with fewer than 50 people are discouraged and prohibited unless organizers observe COVID-19 prevention measure.
  • All bars, dance clubs, fitness and health clubs, movie theaters, nightclubs, and other social and recreational establishments until at least March 31.
  • All restaurants and food service establishments cannot provide dining room service. They may remain open for drive-through, takeout and delivery.
  • All other retail – including banks, grocery stores, hardware stores and pharmacies – should and may remain open, provided they observe COVID-19 prevention measures.

  Under the order, events include: community, civic, public, leisure, or sporting events; parades; concerts; festivals; conventions; fundraisers; and similar activities.

  Due to measures implemented to reduce the spread of COVID-19 (coronavirus), the City of Sammamish has had to adapt some day-to-day functions, limit publicly facing activities, and cancel or postpone other events.

  Here you will find a comprehensive list of which services have been impacted or altered due to our response to COVID-19.

  City Hall

  Beginning Wednesday, March 11th, Sammamish City Hall was closed to the public. The City temporarily has suspended in-person services at the Front Desk and the Permit Center until further notice. Staff continues to be available by phone and email to provide assistance and to answer questions.

  CONSTRUCTION, PERMITS, AND INSPECTIONS

  STATUS OF INSPECTIONS IN SAMMAMISH

  1. Currently conducting inspections in person on a case by case basis, using proper PPE protocols.
  2. Inspections for life safety issues in an occupied heated space will be evaluated on a case by case basis and will follow strict protocol for safety and use of PPE.
  3. Exterior, new construction/not occupied, or open garage inspections are still being scheduled. Staff reserve the right to cancel or reschedule an inspection if it is determined to be an unsafe working condition.
  4. We ask that all contractors, applicants, or homeowners remain at least six feet from inspectors during the inspection and follow Public Health and CDC guidance (see Social Distancing Guide)
  5. If any inspector feels uncomfortable with the inspection, they will address it with the customer and either cancel or reschedule the inspection.
  6. Based on the type of inspection being requested, the inspector may choose to request the inspection be completed through virtual/video inspection techniques (see Virtual Inspection Customer Guide and Virtual Inspections for Occupied Structures SOP).

  STATUS OF PERMIT REVIEW AND PLAN REVIEW IN SAMMAMISH

  1. The City of Sammamish Permit Center and Permit Review Staff are working remotely and the Permit Center is 100% operational.
  2. Requests for project guidance, pre-application meeting, and pre-development services are still being processed on standard timelines. Staff are available via email and by phone. Staff are also available for meetings when customers have the capacity to use GoToMeetings.
  3. Permit Center and Permit Review staff are not meeting in-person with customers at this time, although virtual meetings and phone conference meetings can be set up.
  4. Applications submitted through MyBuildingPermit.com will continue to be processed by staff, utilizing existing protocol.
  5. Paper/hardcopy applications may be converted to PDF and submitted electronically via email when not available for submittal on MBP. These will be separately coordinated with staff. Please contact mmarshall@sammamish.us or abaty@sammamish.us for more information.

  PHASE I - LOW-RISK CONSTRUCTION WORK BUILDING INSPECTIONS

  In response to the Governor's Executive Order No. 20-25 issued on March 23, 2020 along with a plan and recommendations to restart low-risk construction work issued on April 24, 2020, construction projects currently underway are now allowed to be completed.

  At this time, in-person inspections for occupied heated spaces (OHS) is suspended. OHS inspections can continue to be scheduled if they can be completed virtually.   EMERGENCY EXTENSION OF BUILDING PERMITS

  On April 21, 2020, City Council Approved an Emergency Ordinance in response to the COVID-19 pandemic to temporarily extend expiration dates of issued building and construction permits. The emergency ordinance adjusts the expiration date of issued building and clearing and grading permits that were valid as of March 23, 2020, and would otherwise expire under SMC 16.15.070(4)(b) and SMC 16.20.235(1), by extending them equal to the number of days of work stoppage under Governor Jay Inslee’s Emergency Proclamation 20-25.   Reporting Violations of "Stay Home, Stay Healthy" Order

  • We are no longer accepting passport appointments. Front desk staff can direct people to alternative locations based on their needs.
  • We are currently unable to issue Solicitor's Licensing Permits.
  • To make an online request or report related to traffic, maintenance, and more, us the My Sammamish app or submit online.
  • Pet licenses can be purchased or renewed online.
  • With the exception of impound fees, all payments typically made at City Hall, such as garden plots, must now be made by check and mailed to: Sammamish City Hall, 801 228th Ave. SE, Sammamish, WA 98075

  City Parks and Facilities

  As of March 20, 2020, the City of Sammamish has closed Sammamish Commons Skate Park and all park playgrounds until further notice in order to slow the spread of COVID-19.

  Though our parks and trails remain open for general use, please avoid congregating in them. Residents must practice social distancing while enjoying our parks by maintaining 6 feet of separation from other people.

  The City of Sammamish has cancelled all facility rentals at the following sites through May 31, 2020:

  • Beaver Lake Lodge
  • Beaver Lake Pavilion
  • Picnic Shelters at Pine Lake Park, Ebright Park, East Sammamish Park, Beaver Lake Park and Lower Commons Park
  • Athletic Fields at Eastlake Community Fields, Pine Lake Park, Beaver Lake Park, Klahanie Park and East Sammamish Park

  The Parks and Recreation Department has contacted all renters and will issue a full refund.

  Additional measures taken in City Parks as of March 25, 2020:

  1. All parks and preserves will remain open to pedestrian access.
  2. Gates to parking lots will NOT be opened for parks, so they will have no vehicular access. Parks affected include Beaver Lake Park, East Sammamish Park, Pine Lake Park, Ebright Creek Park, Sammamish Landing. Please note that there are parks that do not have gates to their parking lots (Klahanie Park, NE Sammamish Park, Big Rock Park), so these lots will remain open.
  3. Gates to parking lots of preserves will remain open. This includes Evans Creek Preserve and Beaver Lake Preserve. Gates to the Lower Sammamish Commons park will remain open to allow access for the SE 4th Street contractor and CrossPath Counseling.
  4. Restrooms and sani-cans will remain open.
  5. The Dog Park (at Beaver Lake Park) and ball fields/sports courts at all parks will be locked.
  6. Playgrounds will remain closed.

  • April 25^th – Earth Day (Coordinated by the City)

  • Concerts in the Park – July 9, 2020 – August 20, 2020 (Thursdays)
  • Outdoor Movie on the Plaza – July 10, 2020 & August 14, 2020
  • Shakespeare in the Park – July 18, 2020 & July 25, 2020
  • Sammamish P.O.P. – Party on the Plateau – August 7, 2020 – August 8, 2020

  City Council, Committee, and Commission Meetings

  The City has cancelled all non-essential public meetings, however City Council and Planning Commission meetings will continue.

  Note: Pursuant to the Governor’s emergency Proclamation 20-25, the City is unable to provide an in-person location for the public to listen to the virtual City Council meeting this evening. Meetings are still accessible to the public and public comment is able to be submitted. See the meeting agenda for instructions for providing written or verbal comment.

  Public Records Requests

  Public Records Requests are still being accepted and fulfilled. To expedite the processing of requests, submit them electronically through the city’s website. Requests cannot be accepted in person at City Hall until it is allowed to reopen, nor can records be inspected in person. This restriction will be continued based future directives from the Governor.

  Changes due to COVID-19 measures are as follows:

  • Access is limited to records stored at City facilities or off-site storage.
  • The ability to view records or receive copies at City Hall is temporarily suspended.
  • The initial response to your request by staff may take longer than 5 business days.
